The new phase of the project, part of which will widen the highway from four lanes to six, extends from Steele Lane in Santa Rosa to the Windsor River Road undercrossing in Windsor, according to Caltrans.
Construction crews are starting by excavating a new median shoulder at the northern end of the project in Windsor.
Along with adding two new lanes, which will be high occupancy vehicle lanes, the project will also include new auxiliary lanes, new traffic monitoring equipments, and rehabilitated pavement, according to Caltrans, which expects to have the project finished in early 2010.
