State narcotics agents arrested Adan Alfonso Herrera in East Palo Alto on Tuesday. Herrera's arrest came after authorities received tips that a large shipment of heroin might come through the area.
Agents found most of the seized heroin hidden inside the dashboard of Herrera's Lincoln Town Car.
They believe this is the biggest heroin bust in San Mateo County history.
"We believe this would have gone out through the distribution network and gone out throughout the entire Bay Area and Northern California," said Special Agent Bob Cooke, from the Bureau of Narcotic Enforcement.
Authorities claim Herrera belongs to the "Sacramento" street gang. They describe that gang as being one the most dangerous in California with ties to drug traffickers in Mexico.
