The incident was reported just before 3 p.m. in the eastbound lanes of the bridge, CHP Officer John Short said.
Three people in the car suffered minor injuries and the driver of the big-rig was not injured, according to Short.
The No. 1 and 2 eastbound lanes of the bridge were closed while the big-rig is removed, and traffic is reportedly backed up to eastbound U.S. Highway 101, Short said. The bridge reopened at 5:15 p.m.
Big-rigs are not allowed on the bridge anymore this afternoon due to high winds.
