The panel, appointed by the Agriculture and Health and Human Services Departments, suggests that daily sodium intake be reduced from 2,300 milligrams to 1,500 milligrams a day.
Current guidelines recommend the higher amount. Americans consume more than 3,400 milligrams on average.
The panel says it will be challenging to achieve a lower level.
The report says Americans do not eat enough vegetables, fruits and high-fiber whole grains.
