In a few days President Barack Obama is expected to sign into law a bill that will give American's more rights and protections when they are on cruise ships.
These are sweeping reforms for the cruise industry which call for more physical safety for cruisers and better access to law enforcement too.
"First of all the railings; it gives higher railing than some of the ships have, because big people lean on the railings and go over. But more than that, it demands and mandates and makes it a crime if you don't, to report criminal activity," says travel attorney Al Anolk.
For many years now there have been concerns that many crimes committed at sea have gone unreported.
