The loose cover board was reported at about 9:30 a.m. and it was removed at about 10 a.m., the dispatcher said. Trains could only use one track through the area until the board was removed.
Service was still delayed in both directions near West Oakland as of 10:10 a.m. despite both tracks resuming normal operation, the dispatcher said.
