Investigators say 55-year-old Paul Makaveckas accepted bribes from cabbie applicants in exchange for a passing grade on a written examination required for a taxi driving permit.
Police also arrested the operator of a taxi-school, 60-year-old William Hancock who's accused of being the middle man.
Investigators say they don't know which cabbies paid bribes or whether any drivers will be re-tested.
