Eugene Melendres Ramos is a registered sex offender. Witnesses say he assaulted the girl in a matter of minutes, with her relatives just an aisle away. He was chased out of the store and held down until police came.
Ramos was previously convicted for sexually assaulting a 7-year-old girl.
