Susan Zhao, 41, was bitten on her arm and hip as she tried to fight off the dogs in her driveway.
One of the dogs was captured and is under quarantine. The other is missing.
Animal control says there is no record of a prior attack, but officers have talked to the owner in the past about the dogs running loose.
