The U.S. Coast Guard says a scan of the harbor floor shows it's now safe for smaller vessels to use, west of the Murray Street Bridge. The area beyond that is still closed.
Several boats remain submerged following the tsunami surge that damaged more than a hundred vessels and caused an estimated $26 million in damage to the port itself.
