Supporters say charter schools drain scarce resources from other public schools. The bill would limit the number of charter schools to a maximum of 1,450 by 2016.
There are currently 912 charter schools in California, with 115 opening last year alone.
Charter school advocate say parents looking for education alternatives are driving the trend.
