Caltrans slapped with $381,000 water pollution fine

It was levied by the Bay Area Regional Water Control Board, which said Caltrans didn't take the proper precautions, in constructing the I-680 toll lanes between Pleasanton and Milpitas.

The water board says Caltrans should have made sure the contractor was covering up the soil, and using straw to filter runoff, to make sure polluted storm water didn't reach the bay during construction.
