Brown wants to give new tax credits and a sales tax exemption to companies who make products and hire people here in California.The new plan is being proposed less than a week after the state's unemployment rate went up to 12 percent.
Governor Brown needs to gain support from at least two Republicans in each house to get the plan passed into law -- which he failed to do in his state budget fight earlier this year.
