SPCA Humane officers found six Australian Shepherd mix puppies abandoned near a fence off Live Oak Road Wednesday.
The four male and two female puppies are approximately 2-and-a-half months old and were found hungry, dehydrated, flea-infested and suffering from foxtails and worms, officials said.
Humane officers believe that the suspect drove to the recycling plant's fence line and tossed the puppies over. It appears they were left there recently.
The SPCA has been calling the six little dogs Grover, Elmo, Bert, Ernie, Lily and Zoe.
