San Jose City Councilmember Nancy Pyle proposed the measure following several deadly alcohol-related car crashes in her district.
San Jose City Council members will consider the measure Tuesday evening.
Mayor Chuck Reed says underage drinking at home is a problem parents needs to address.
"It's already against the law to give alcohol to minors, but we want the parents to be worried about civil liability as well," Reed said. "Because they have to be responsible for what happens in their home, even if they are not there, they are responsible."
Reed considers ordinance is more of an educational measure to get parents to think twice before allowing their own kids and other teens from drinking at home.
