The suspects remain free on bail and are expected in court on July 16.
San Jose police say the home on Cortona Drive operated without a state license. Investigators say the 12 residents of the home were dependent, non-English speaking Asian immigrants who were beaten, malnourished and forbidden from using toilet paper.
Police say the home was covered with animal feces from 25 dogs that wandered the home.
"This type of events is really tragic because you are taking advantage of the most vulnerable segment of our community, people who can't take care of themselves, and then you subject them to such squalor and such deplorable conditions and take advantage of them," deputy district attorney Charles Huang said.
Adult Protective Services has found other care arrangements for the victims.
