It happened at the First Friday Celebration on Telegraph Avenue, between 20th and 21st street.
Police have arrested the suspected gunman, but they are not releasing any further information until charges are filed.
Organizers of the event that showcases local artists are meeting with city leaders to discuss security.
More than 10,000 people attended the festival.
