Daniel Ripper, 59, was arrested in his hotel room Friday morning.
Ripper was caught on surveillance video at the San Francisco Hall of Justice Thursday.
Police say he swiped a diaper bag, along with cash and credit cards, belonging to the foster mother of "Baby Nash".
The newborn was born on a sidewalk in December and handed off to a stranger.
