The crash happened at about 6:20 a.m. when the driver lost control on a connector from southbound Interstate Highway 280 to northbound U.S. Highway 101, California Highway Patrol Officer DJ Sarabia said.
"At this point we think he was going too fast to negotiate the curve," Sarabia said.
The driver complained of pain to his legs but did not appear to be seriously injured.
A small amount of fuel leaked on the roadway, but no cement spilled from the truck, Sarabia said.
The truck was still not uprighted as of 9:25 a.m., he said. Traffic on the highways was not blocked, but the connector ramp remained closed.
