Police sex scandal victim files $66M lawsuit against Oakland
As charges were also filed against two former officers in connection with the sexual misconduct scandal that's hit law enforcement agencies around the Bay Area, the woman at the center of it all filed a $66 million lawsuit against the city of Oakland.

OAKLAND, Calif. (KGO) -- Major developments happened Friday in connection with the sexual misconduct scandal involving East Bay law enforcement. The Alameda County District Attorney filed charges against former Bay Area police officers, and a lawsuit was filed against the city of Oakland.

Attorneys for Jasmine Abuslin, formerly known as Celeste Guap, say the $66 million civil claim was filed for "failing to protect children."



Her attorneys expect to file similar suits against other jurisdictions involved in this sex scandal.



So far, only two officers have been formally charged.



The first complaint was filed against Daniel Black, formerly from the Livermore Police Department. Black, who has resigned, is charged with two counts of engaging in lewd conduct, two counts of engaging in prostitution, and one count of furnishing alcohol to a minor. All five are misdemeanor charges.

The second officer charged is LeRoy Johnson, an Oakland police officer who has retired. He faces one count of failing to report child abuse.



An officer from the Contra Costa County Sheriff's Office and four others from the Oakland Police Department are also expected to be charged in coming days.



The investigation was launched last June by Alameda County District Attorney Nancy O'Malley following allegations of sexual misconduct involving officers.

At the heart of the scandal is 19-year-old Abuslin who claims to have sex with 50 or more Bay Area police officers; a few while she was still a minor.



She was sent to a rehab facility in Florida and was briefly in jail. This week she was released and returned to the Bay Area willing to testify against the officers.
