2 men, including UCSF psychiatrist, accused of child porn crimes

SAN FRANCISCO, Calif. -- Two San Francisco men, including a University of California at San Francisco psychiatrist, were arrested on suspicion of crimes related to child pornography Tuesday, police said Thursday.

Billy Lockhart, 36, and Benjamin Martin, 33, were arrested in the 100 block of Buena Vista Terrace, according to police.

The case began in March with an investigation by the department's Internet Crimes Against Children unit of an individual who was uploading and trading child pornography online, police said.

The investigation identified Lockhart as a suspect. He was identified as a psychiatrist employed by UCSF and was allegedly using his employer's Wi-Fi network to upload child pornography, police said.

On Tuesday, police investigators served a search warrant on Lockhart's home on Buena Vista Terrace. During the search warrant, investigators found several media devices belonging to Lockhart containing hundreds of child pornography videos and images, police said.

Investigators also found hundreds of child pornography files on media devices belonging to Martin, who lives at the residence as well, according to police.

Both men were arrested at the residence, police said. Lockhart was arrested on suspicion of possession of child pornography, possession of more than 600 files of child pornography and distribution of child pornography, according to police.

Martin was arrested on suspicion of possession of child pornography and possession of more than 600 files of child pornography.

UCSF has confirmed that one of its residents, Dr. Billy Lockhart, was arrested by the San Francisco Police Department on charges related to child pornography.

We take these allegations extremely seriously. UCSF has placed Dr. Lockhart on investigatory leave from the Department of Psychiatry's residency training program, suspending all clinical activity and access to all
UCSF information systems.

The UCSF Police Department is fully cooperating with the San Francisco Police Department in this investigation.
