The memorial for the 40 passengers and crew members is located in Union City. Individual stones bearing their names have been decorated with a flower and ribbon Lizabeth Veloza of Hayward has no personal connection to the victims, but she decided to pay her respects.
"I think about everybody who was obviously taken that day, but to me, they have a special spot in my heart," said Veloza.
Veloza also left a stuffed animal in memory of an unborn child who perished on Flight 93.
