Several homes were threatened by the fire, which started at about 9:40 a.m. on Reef Court near Clipper Drive, she said.
The initial call went to the California Highway Patrol, which transferred the caller to the fire district.
Firefighters found both the boat and the dock to which it was attached engulfed in flames, the fire dispatcher said.
The blaze was controlled at about 9:55 a.m. and no houses were damaged.
One person suffered minor burns to the hand, but no other injuries were reported, the dispatcher said.
The cause of the fire is unclear. Reef Court was shut down at about 10:30 a.m. for the investigation.
