The $11 million project replaced a one-lane connector ramp that opened in 1956 with a two-lane ramp with wider shoulders. The new ramp opened on Nov. 5 after seven months of construction.
As part of the project, sidewalks on Bellam Boulevard beneath the ramp were widened for easier bicycle and pedestrian access.
The 3 p.m. ceremony will take place at the Marin Health and Wellness Center on Kerner Boulevard in San Rafael.
