New Calif. bill targets rental car companies

SACRAMENTO, Calif.

Assemblyman Bill Monning, D-Monterey, introduced the bill and it would require a wide range of defects be repaired before the car can be rented out. The bill was prompted by a crash in Monning's district, in which two sisters were killed in a rental car that was under a federal recall due to a steering problem.

The mother of the victims attended Wednesday's news conference.

"It is criminal negligence at the highest, and needs to be fixed," Carol Houck said.

The measure faces its first Assembly hearing next month.
