The report finds the department spent $16 each on 250 muffins served during a legal conference. Other expenses include paying $8.24 per cup of coffee and $32 per person on snacks of popcorn and candy bars.
The Department of Justice's Office of the Inspector General compiled the report, which looked at conferences held in 2008 and 2009.
The department says changes have been made to ensure the problems do not occur again.
