Pinole police Cmdr. Matthew Messier said the shooting happened shortly after 5 p.m. Monday in the parking lot of the fast-food restaurant, located at 1417 Fitzgerald Drive.
The victim, who is in his 20s, was airlifted to a hospital, where he remains in critical condition, police said.
The suspect, also a man in his 20s, fled the scene and has not been located, Messier said.
