Those broken bolts were supposed to be part of the expensive construction of the new eastern span to keep it from falling apart in a major earthquake.
The current eastern span was damaged 23 years ago in the Loma Prieta earthquake and it's cost taxpayers nearly $6.5 billion so far.
Several weeks ago Caltrans crews discovered that about a third of 96 bolts installed on the new $6.4 billion snapped within days of being tightened.
