The move comes as the city tries to upgrade its poor rating with the American Lung Association because of its weak tobacco control.
If tougher secondhand smoking rules are enforced, smoking would no longer be allowed downtown, at public events, or city-owned parks.
Smoking would also be banned inside all multi-family resident units and on balconies, patios and near entrances.
