Matt Van Vliet convinced police in New London to pretend to pull him over and arrest him.
An officer handcuffed him, patted him down, then pulled something out of his pocket. It was an engagement ring.
"I went from being the most terrified I've ever been to probably the most ecstatic," said Vliet's new fiancée, Samantha Labo.
Vliet says he got the idea because the first time they met was in college, when the party they were at was busted by police.
