Sky7 HD was above the overturned boat Monday morning after it was spotted off Pelican Cove.
The Coast Guard sent a helicopter, a search boat, and a cutter to look for anybody in distress, but found no one.
Authorities say the 20-foot open-hulled boat is similar to a panga, which is a common type of fishing boat in Mexico and Central America.
Those boats also are sometimes used to illegally ship drugs and people to the U.S.
