OAKLAND, Calif. (KGO) -- There is more fallout on Thursday from the sex scandal that has rocked several East Bay law enforcement agencies, including Livermore, Oakland and the Alameda County Sheriff's Office.

Oakland Mayor Libby Schaaf has fired four officers and suspended seven others.

Though several chiefs stepped down in the wake of the scandal, there's been some concern among the rank and file that this investigation is only targeting low-level officers. Schaaf worked to clarify this on Thursday.

"We are prohibited by state law from exposing identities," she said.

Though she wouldn't say how high the scandal goes, Schaaf said there are some upper-level officers among the 12 disciplined for their involvement with a teenage prostitute.

"We not only reviewed allegations of misconduct, but we looked at who the supervisors were, we looked at who possibly could've known about misconduct and failed to report it," Schaaf said.

Meantime, the Oakland Police Officer's Association and some in city hall said Schaaf's hastily called press conference Wednesday afternoon caught them off guard.

"We did not get advanced notice, we got the email that you got and we got phone calls right before it saying that this was about to happen. We didn't see the report, we weren't consulted on this decision," Oakland City Council member Rebecca Kaplan said.

The administrative allegations against the officers include attempted sexual assault, lewd conduct, assisting in prostitution, accessing database for personal gain and failing to report violations.

All of these stem from alleged sexual relationships with one young woman, who calls herself Celeste Guap. She's a 19-year-old self-described prostitute, who now sits in a Florida jail.

"Who is protecting this young woman? She is not only a victim of trauma, she's also the main witness in an ongoing criminal investigation," Kaplan said.

The DA's investigation into Oakland's officers and more than a dozen others from various departments is expected to be completed very soon.
