Sounds simple, but it can be confusing. Those using written checks aren't covered by the new rules, banks can still charge fees and depending on how you pay online you could rack up fees there, too.
"It also doesn't apply to reoccurring payments, that for example you've set up on your online accounts. So if you have your monthly mortgage payment go out the same day every month, it doesn't apply to that," says Mandy Walker from Consumer Reports.
Which means banks can hit you with over the limit and bounced payment fees.
