The video shows a man getting out of a white car.
He stalks two children then puts his hand over the mouth of one of the kids, a 10-year-old girl. He tries to grab her and carry her away, but he falls down then runs away.
Police think the girl's screaming 2-year-old brother scared off the man.
Investigators released the tape online hoping someone who saw it could help them identify the man.
