The Valley Transportation Authority now recommends the line be extended just to Berryessa at First Street, but not into downtown.

Voters passed a one-eighth cent sales tax hike for the project back in November.

VTA is projecting a $79 million deficit over the next two years. It warns that rate hikes, service cuts and layoffs could also be on the way.
