Chevron appeals ruling on refinery upgrade

Chevron filed an appeal Monday to overturn a recent court decision that put a stop to its upgrade project at the Richmond refinery.

Some 1,300 construction workers lost their jobs after a judge halted the project earlier this month.

Community groups opposed to the refinery plans called the ruling a victory for the environment, but Chevron will argue in its appeal that the project will replace equipment with newer, cleaner technology that uses less energy and lowers emissions.
