A temporary moratorium is now in place in California preventing utilities from shutting off customers' power.

The California Public Utilities Commission took the action in response to an alarming increase in shutoffs.

According to a report by a consumer group, household shut-offs in PG&E service areas are up 40 percent over last year -- and up 75 percent in low-income areas.

The temporary moratorium will be in place until January 4th.
