The nurses' current contract expired on Wednesday and the two sides have not been able to reach an agreement despite dozens of rounds of negotiations.
Wednesday, about 90 percent of nurses voted to reject the latest proposal.
The hospitals have said they are prepared to bring in temporary nurses if the union decides to strike.
