San Jose Major Chuck Reed has released his plan for balancing the city's record $118 million deficit.

The mayor's proposal calls for a 10 percent pay cut for more than 1,600 city workers. It would also save police and firefighter jobs, along with library and community centers that were at risk of being closed.

Employee unions have blasted the mayor's proposed pay cuts.

The plan goes before the city council later this month.
