The substances are legal right now in California and are typically sold at smoke shops. But health officials say they can cause hallucinations, paranoia and violent behavior when smoked, snorted or injected.
The California bill would make it a misdemeanor to sell bath salts, with six months in jail and fine of up to $1,000.
More than 30 other states have passed similar bans.
