Bill stopping cities from banning circumcision passes

The state Senate has passed a bill to stop local governments from banning male circumcision. The action is in response to a proposed ballot measure in San Francisco to ban the procedure for most boys under 18. A judge has already blocked that measure from appearing on the ballot.
