During his twenty years of dedicated service at MACSA, Xavier designed and operated programs targeting East San José's most vulnerable populations. He worked tirelessly to provide youth with after-school education and recreation programs. He oversaw gang prevention and intervention programming, helping to keep thousands of children out of gangs and participating in safe activities. He helped develop senior housing facilities and senior support programs designed to improve the health and quality of life of local seniors. His longstanding commitment to serving his community has had a powerful impact on the lives of thousands of families in East San José and across the city.
Before joining the San José City Council, Xavier served on the San José Planning Commission for 8 years where he was able to direct land use policies and applications for new developments. Xavier has advocated for many important improvements to East San José neighborhoods; such as new affordable and senior housing, new shopping centers at Story and King Roads and new parks and trails throughout the community. While on the San José City Council, he will continue to help improve East San José and work diligently to address his constituent's needs.
