The partnership of business leaders and environmentalists hopes to raise $1.5 billion over the next decade. Current levees are 100-years-old. The money will be used to build new levees and restore wetlands in South Santa Clara County where much of the property is vulnerable to flooding.
Officials say some of the property is 13 feet below sea level, behind the levees.
