Billee Ross is a former employee of I-Max Autotech in Oakland. His tools, worth thousands of dollars, were locked inside I-Max when it shut down without warning and the owner disappeared. About a dozen cars were also left locked inside.

The state Bureau of Automotive Repair tracked down the landlord and customers have been able to retrieve their cars, but no such luck for Ross -- authorities refused to allow him to have his tools until they could confirm who owned them.

Landlord Marcelo Cabrera vowed to work with his lawyer to find a way to legally return them to Ross. He kept his word. Ross finally got his tools after he signed a statement testifying the tools were his.
