John Burris plans to file papers tomorrow asking a federal judge to appoint an independent receiver to take over the department. Burris' demand comes after a report released yesterday by a federal monitor criticized the way police used force in nine recent officer-involved shootings. The monitor was assigned in the wake of the scandal involving four Oakland police officers known as the riders ten years ago, accused of dishonest and sometimes brutal tactics.
