Fifteen of the 17 booster seats introduced in 2012 earned the Institute's top rating. That's the highest number since 2008, when the group started its ratings. Two seats were not recommended because of questions over whether seat belts fit. Those are the Safety 1st All-in-One and Safety 1st Alpha Omega Elite.
