The National Park Service has unveiled a revised dog management plan for 21 locations within the 125-square mile Golden Gate National Recreation Area.
The new rules would ban dogs at Crissy Field beach where they are now allowed and at most of Ocean Beach.
The proposal would also require the use of leashes at five places in Marin County where dogs currently can run free, including parts of Stinson Beach.
The new plan is an update to a draft the Park Service released two years ago that generated opposition from both dog owners and naturalists who complained about dogs scaring wildlife and trampling vegetation.
The National Park Service will be holding three meetings next month for public comment on the plan.
