Arson behind fire at plant in Redwood City

REDWOOD CITY, Calif.

The December 17 fire at Sims Metal Management on Seaport Boulevard followed another fire there in November. Officials say they are still reviewing surveillance video from the fire and the details of their investigation remain confidential.
