There are 1,800 units in the Woodland Park apartment complex.

Residents say trash has stacked-up and the swimming pool has become filthy since last month, when management company Page Mill Properties missed a $50 million payment to Wells Fargo Bank.

Then last week, Page Mill shut-down its on-site office for a few days.

Wells Fargo is asking for a court-appointed receiver -- a third-party -- to make sure the complex is well-managed while the bank and Page Mill work out their problems.
