Recycling, composting law going into effect

It requires every resident and business to have three separate color coded bins. Blue is for recycling. Green is for compost. Black is for trash.

People who fail to separate their garbage will face fines starting at $100, after several warnings. However, fines will not be handed out until at least July 2011 so residents can get used to the new rules.

The law is the City's aggressive push to cut greenhouse gas emissions and return carbon to soil.
